Is it possible to have 2 output windows? One for myscreen one for output? I'm using a preview window for now for my own viewing... but was wondering whether that would have a performance hit or not?
no, it's absolutely impossible to have two output windows. in fact, you shouldn't even be able to create a preview window- i'm amazed your computer's getting more than 1 or 2 fps, it should have exploded in a giant, cinematic fireball by now...
....but seriously: you've already got a preview window (for your screen) and a main output window (for output). are you asking me if something that you've already done is possible?
*everything* has a performance hit. computers can only do so much, and it all adds up. it would've taken you less time to figure out for yourself what the performance hit is than it did for you to make this post. i can't begin to guess what the performance hit is because you've given me absolutely no information about your machine, and performance depends on the combination of your hardware, and how hard you're pushing it.
i have no idea what you're trying to ask in this post, but it really sounds like you're just sort of flailing wildly in the dark. how about you try searching the forums and do some background reading? at the very least, this should give you enough of a grounding to ask a question that we can understand (and hopefully answer).

Like I mention in my original question I use the preview window at the moment which is very cool... but in the 'window' menu there is an option to 'gather output windows' (plural windows) - so I thought it must be possible to have more than one output window... I read the wiki documentations from end to end and couldnt find any info on how to create another one. I thought maybe you can use the preview window to preview the video at any point down the stream (which like I said works really well) - but maybe you could create another output window which is optimised to be a direct copy of whatever is going to the main output screen- also meaning that to preview your output of a few layers you wouldnt need to put them in a group to be assigned to a preview window. Like I said its just the 'gather output windows' which kind of convinced me that there must be a way, but I just couldnt find it.
P.S. not sure what you mean by 'you shouldn't even be able to create a preview window'.
P.P.S the VGA splitter is a good idea and I would use when previewing on an external monitor.
